We are seeking a leader who is passionate about people and have an innate talent for fostering an inclusive environment to partner with us in continuing the transformation of our agency culture as Equity, Diversity, Access, and Inclusion (EDAI) Administrator within the Economic Services Administration/Community Services Division

In this role, you’ll provide leadership,  strategic and administrative direction for the assigned administration or division. You will work closely with other EDAI Administrators and OEDAI team members and report directly to the Chief Equity, Diversity, and Inclusion Officer. You’ll serve as the EDAI subject matter expert and resource; develop and review the budget and legislative equity impacts; conduct legislative bill analysis; review and develop policy; develop strategic communications; engage in change management; collaborate with staff, workgroups, and committees to implement and monitor EDI plans; align and integrate a range of new and existing initiatives into a cohesive platform that will foster a more inclusive, supportive, diverse, and person-centered culture and support of the agency's mission to Transform Lives.   

 

These opportunities are eligible for hybrid work with travel to DSHS and administration/division headquarters offices based on business needs.
 
 Some of what you'll be doing:

  • Serve as an EDAI subject matter expert and build a strong partnership with senior leadership, develop strategies to integrate and embed EDAI principles.
  • Oversee the continuous alignment of an equity framework for decisions, programs, policies, and procedures.  
  • Ensure EDAI recommendations and best practices are built on research, data, and employee feedback.
  • Build or improve upon a comprehensive EDAI Program that supports the primary business service lines and incorporates emerging trends and best practices demonstrating proactive equity, workforce diversity, increased access, and participation.
  • Lead Equity Impact Consideration Reviews of agency requested legislation and budget decision packages to ensure progress toward long-term visions and goals. 
  • Recommend changes that will embed an equity lens and enhance culture for a positive, respectful, anti-racist, anti-biased, identity-affirming work environment including, and not limited to, advancing the DSHS Strategic Action Plan and the DSHS Truth Social Justice and Dismantling Racism 3-year Initiative.
  • Partner with internal teams and stakeholders to strengthen outreach, recruitment, and hiring strategies to attract, hire, retain and promote BIPOC applicants at all levels
  • Partner with statewide Business Resource Groups, Affinity Groups, Communities of Practice, DSHS EDAI Council, and colleagues, interpersonally as well as through employee surveys, virtual listening sessions, and meetings, to develop EDAI recommendations.

Who should apply: 

  • A bachelor’s degree from an accredited college or university and four years of professional experience working in the field of racial, gender, ability, language equity, anti-racism, diversity inclusion, Equal Employment Opportunity, social justice, and/or racial/gender/access policy development. 
  • This experience must include three years of progressively responsible experience in a large, complex government, educational or non-profit organization working in a social and health service or civil rights environment.
  • Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two years. One year is equivalent to thirty-semester units/forty-five quarter units.
  • Experience Substitution/preferred: Possession of a Juris Doctorate or master’s degree in Psychology, Organizational Development, Social Work, or related field may be substituted for one year of the required professional experience. 

What we're looking for in knowledge, skills, and abilities to be successful:

  • Demonstrated understanding of how EDAI strategies are operationalized across departmental business service lines.
  • Demonstrated ability to engage colleagues to promote trust, collaboration, participation, and partnership on EDAI efforts and initiatives.
  • Exemplary communications skills including practical knowledge of change management.
  • Leadership, coaching and mentoring and expertise in teambuilding including convening, leading, oversight, and evaluating Communities of Practice.
  • Research, data analysis, performance measurement, and outcome reporting.
  • Critical thinking and analysis of complex issues.
  • Demonstrated sensitivity to, awareness, and understanding of specific barriers that may lead to lack of access, disparate outcomes, or engagement.
  • Demonstrated experience working with confidential or highly sensitive subject matters. Ability to use discretion and maintain confidentiality.
  • Demonstrated skill and ability to serve as a resource to facilitate difficult conversations to address and diffuse interpersonal issues and conflicts between employees, including but not limited to micro-aggressions, unconscious bias, and intercultural communication.
  • Experience supporting individuals reliving racial trauma while participating in EDAI initiatives, listening sessions, anti-racism, and continuous improvement efforts.
  • Demonstrated ability to work well independently as well as in team environments
  • Advanced knowledge of EDAI and social justice principles, practices, and theories, as well as AA/EEO, Title IX, and civil rights laws/regulations
  • Possess a professional EDI certification or the ability to obtain one within 6 months of hire.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
